Welcoming Message by Chairman Jaw-chyuan Chu

of  S.F.C., Ministry of Finance, R.O.C.

Firstly, we do very much appreciate your participation in the “Taipei Capital Markets Seminar TAICAMS, 2002”, scheduled for November 25–29 this year at the Howard International House in Taipei.

As this new millennium starts, technological advances, regulatory framework reforms, unprecedented market consolidation and competition, and some recent and highly publicized corporate failures in certain markets have all contributed to the creation of an atmosphere where investor confidence has been badly shaken. The global investing public, market participants, SROs, and capital market regulators all long for a quick recovery from the current sluggish business cycle and the restoration of public confidence.

With all this in mind, our capital market regulatory body, the SFC, has asked the market peripheral agencies to co-conduct a training seminar. We believe that collective brainstorming by invited IOSCO APRC and some non-APRC member market representatives, along with shared insights from your various areas of expertise, can help all of us better cope with these unprecedented challenges.

The topics discussion include corporate governance, asset securitization, cross-border linkage, market integration/cross-market surveillance, and other issues of importance and interest.

Once again, thank you for participating in the TAICAMS, 2002 and we sincerely hope you will have an unforgettable and fruitful experience in Taipei.

Best regards,

Jaw-chyuan Chu
