Introduction

The SFI is a leading provider of financial services in Taiwan’s capital market. We provide a range of professional courses that keep abreast with the developments in international financial markets in a systematic and leveled manner. Our complete training systems provide excellent continuing education and high-quality courses to meet different needs. We also promote continuous learning to help individuals and industries to enhance competitiveness.
I. Core courses
We offer more than a dozen financial series training courses in the areas of asset and investment management, trusts and wealth management, financial innovation and engineering, and internal controls and audit to foster well-rounded financial professionals.
II. Pre-job and on-the-job financial training courses
The SFI is given authoritive approval to provide a series of pre-job and on-the-job training programmes for professionals who work in securities and futures markets.
III. Practical training courses for corporate governance and senior management
The SFI is designated by the regulatory authority as one of the organizers for continuous training programmes for corporate directors and supervisors.
IV. International financial training programs
  1. Advanced Financial Professional Training Workshop to nurture international professionals The first phase of the workshop offers advanced finance courses on related subjects in the country. The second phase consists of a tour of foreign financial institutions to the help students acquire new knowledge and stay abreast of the development in international financial markets.
  2. Co-sponsoring professional finance courses with foreign securities and futures organizations The SFI has worked with Eurex to offer courses on Eurex products, techniques of program trading and intercommodity hedge trading and other subjects.
  3. Hosting international study programs, inviting internationally known experts to Taiwan to give lectures We have organized several international study programs, inviting industry experts from the U.S., UK and Singapore to lecture on “Integrated Wealth Management”, “Mortgage Capital Management”, “Merger and Acquisition” and “Advanced Option Trading and Risk Management.”
V. International language training courses
We arrange a wide range of practical courses including Financial English, Conference English, Business English e-Mail Writing, and courses on Entertaining Foreign Guests and customers, Business Communication and Negotiation Skills.
VI. Securities and Futures Markets Regulations and Case Studies Seminars
We organize “Securities and Futures Markets Regulations and Case Studies Seminar” regularly to help judicial officials, prosecutors, and investigators gain a better understanding of financial crime patterns as well as relevant laws and regulations for securities and futures markets in the hope to help curb financial crimes to ensure a stable capital market.
VII. Training program for recent graduates and people interested in working in the futures industry
We offer training programs covering certification test preparation, futures trading, and marketing skills from time to time under the commission of relevant agencies or institutions. The training program primarily targets recent university graduates and the unemployed interested in working in the futures market with the aim to bring fresh blood into the securities and futures markets.
VIII. Assisting regulatory authorities in planning and holding international conferences
In the bid to bring about the internationalization of our capital market, the SFI assists the Financial Supervisory Commission in organizing the IOSCO Mobile Seminar Training Program and APRC Conference, inviting representatives of securities regulators and self-regulatory organizations around the world to attend. The SFI hosts Taipei Corporate Governance Forum (TAIGOF) every year, inviting foreign government officials, scholars and experts in the fields to Taiwan to give speech on corporate governance issues.
IX. Holding educational workshops under the commission of Taiwan Stock Exchange
For the purposes of strengthening corporate governance, accounting information transparency, and promoting the sound development of capital market, Taiwan Stock Exchange (TWSE) commissions the SFI to offer workshops for the management, directors, supervisors and insiders of listed companies as well as campus groups. The workshops include “Corporate Officers’ Forum”, “eXtensible Business Reporting Language (XBRL)”, “Insider Ownership Regulations for Unlisted Public Companies”, “Equity Transfer by Insiders of Listed Companies and Legal Compliance” and “Securities Knowledge Workshop for Primary and Secondary School Teachers.”
X. Assisting the Department of Commerce, MOEA in the “Business Accounting Workshop”
We bid for the “Business Accounting Promotion Project” of the Department of Commerce every year and hold workshops to propagate the correct concepts about business accounting system, rules and International Financial Reporting Standards (IFRS).

Introduction

The Securities & Futures Institute (SFI) Testing Center offers qualification exams for professionals in securities and futures markets and assists the regulatory authorities and relevant trade associations in administering market professionals and maintaining their quality. All reputable securities and futures markets with a mature operation mechanism in the world require their market practitioners to take qualification or licensing exam as well as pre-job and on-the-job training to enhance their professional knowledge. The practice protects the interests of investors and helps build public trust in the market to ensure its sustained development. With such conviction in mind, the SFI conducts qualification exams for market professionals in a fair and prudent manner with the efforts to enhance the self-regulation and professional image of the overall market. Introduction

In support of the establishment of information disclosure system by listed companies pursuant to the Guidelines for Establishment of Financial and Business information Disclosure System by Listed Companies promulgated by the Securities and Futures Commission under the Ministry of Finance (now the Securities and Futures Bureau under the Financial Supervisory Commission) on September 18, 1985, the SFI set up a reading room to display information on public companies for perusal by investors.
The SFI expanded perusal services and officially named Securities and Futures Library in 1995 and embarked on the construction of an online database on information disclosed by public companies and the digitization of periodicals and research reports to offer more convenient inquiry services. Since then, the conventional library of SFI has been transformed into a digital library.
Starting 2003, the SFI is charged by the competent authority to promote the “Financial Literacy Program.” Besides regularly inviting securities and futures peripheral organizations to attend the investor education taskforce meetings, the SFI Library also takes the initiative to plan various educational activities targeting remote communities and schools to sow the seeds of financial knowledge. The SFI Library also consistently disseminates financial knowledge to the public via television, print media and its own financial knowledge website in the hope to enhance the financial literacy of the public. The SFI Library is changed into the spread center of financial knowledge. The SFI Library also organizes the “Golden Goblet Award” to honor outstanding individuals and corporate teams in the fields of securities , futures, and securities investment trust and consulting for the purpose of advancing the securities and futures markets as a whole.
The SFI Library now offers the most comprehensive collection of related information in securities and futures markets with the longest history in Taiwan. We also actively spread financial knowledge all over the country. The SFI aspires to turn the Library into a knowledge bank and communication center for the securities and futures markets which is expected to play a more significant role in developing the financial markets more securely and prosperiously.

  • Financial knowledge collection and circulation service
    The SFI Library collects books and periodicals in Chinese, English and Japanese as well as statistics reference books on a regular basis, and gathers securities and research reports produced by securities and futures related organizations and turns them into digital format. To honor the intellectual property rights, the SFI Library only can visit the Library to browse the full texts.
  • Securities market information inquiry service
    The SFI Library compiles and digitizes the periodically published financial statements and annual reports of public companies in Taiwan (including companies listed on Taiwan Stock Exchange or Gretai Securities Market and unlisted companies) as well as information on applications for offering of new issues (including applications made by public companies for secondary offering, asset securitization, issue of domestic or overseas corporate bonds (convertible bonds included), global depositary receipts, etc.) to facilitate investor inquiries.
  • Proxy announcement information inquiry service
    The SFI Library has constructed a proxy announcement of attendance at shareholder meetings system for investors to inquire proxy solicitation related information.
II. Investor education
  • 1.Holding Securities and Futures Investor Education Taskforce meetings
    The SFI invites competent authorities and securities and futures peripheral organizations every quarter to attend a meeting to plan various investor education activities in conjunction with government decrees and to follow up on the implementation results.
  • Arranging “Community College Investing for the Future” lecture series
    The SFI Library has been co-sponsoring lecture series with community colleges around Taiwan since 2006. This program gradually integrates investor education into social education from cities to urban areas to sow the seeds of financial knowledge among the community residents, and turns community colleges into a nationwide knowledge dissemination platform, thereby enhancing the financial literacy of the public.
  • Organizing TV promotional campaign
    The SFI Library teams up with TV stations in organizing financial literacy campaign to clarify up-to-date laws, promote correct investment concepts, and strengthen awareness of investment risk and investor protection. The television programs are designed to convey financial knowledge to the public in the formats of special reports, TV forum, scrolling text marquee, and other programming formats to achieve the objectives of conveying government policies, enhancing financial literacy of the public and instilling the public with correct investment concepts.
  • Sponsoring study camps and lectures with universities
    To help college students acquire basic financial knowledge and establish correct investment concepts, the SFI Library has been cooperating with universities in arranging “Lectures on Finance”, which is gradually established as a campus investment education platform. The SFI Library also joins forces with student investment clubs to arrange finance and securities lectures and study camps to instill the correct money management and risk management concepts through on-campus organizations.
  • Publishing investor education handbooks
    The SFI Library has published a user friendly calendar handbook entitled Investors Rights, which introduces important information on the rights of investors, investment risk management, things of which investors should beware, and investor complaint filing issues.
  • Constructing and maintaining a financial knowledge website
    To promote financial literacy, the SFI has constructed a financial knowledge website (http://libsvr.sfi.org.tw/knowledge/) to provide daily news from finance-related peripheral organizations, latest financial events, and securities and futures markets information, and a financial knowledge learning system that contains knowledge in different fields classified by its difficulty levels to accommodate different learning needs.
III. Hosting the Golden Goblet Award
To commend outstanding individuals and corporate teams in the securities and futures markets, the SFI, under the directive of the Securities and Futures Bureau, Financial Supervisory Commission and the support of peripheral organizations in the fields, has been hosting the Golden Goblet Award once every two years. This biannual event has achieved the objectives of establishing paradigms in the industry and bringing about the sound development of securities and futures markets.

Introduction

“To promote academic and practical research in the domains of securities and futures to bring the sound development of the financial markets” is one of the missions of the SFI. With priority given to support national policies and market development, the SFI Research Department conducts research on selected important issues under the directives of the regulatory authorities or the commission of securities peripheral organizations, or under its own initiative with aspiration to become a market pioneer. The SFI was honored to have played a part in the planning for the establishments of Gretai Securities Market, Taiwan Futures Exchange and Taiwan Ratings Corp., which have contributed to the robust, sound and diverse development of Taiwan’s securities and futures markets. The SFI is endeavoring in the promotion of corporate governance in recent years by conducting research, hosting seminars and forums, establishing an “Information Transparency and Disclosure Ranking System” to enhance the information transparency of listed companies and commending companies receiving high ranking, and building a Independent Directors and Supervisors Registry database for the reference of listed companies. All those efforts are geared towards advancing the corporate governance image and quality of companies in Taiwan.

I. Special project and commissioned project research
The SFI conducts research relevant to the current status of capital market development in the hope to offer professional opinions on market and system in a timely manner. We also accept the commission of securities and futures related organizations to carry out project research. Our role as a bridge linking up the industry, the government and the academia and a policy think tank aids the sound development of the overall financial market.
II. Promoting corporate governance and “Corporate Governance Evaluation System”
  • The SFI, under the commission of Taiwan Stock Exchange (TWSE) and Taipei Exchange (TPEx), has been conducting corporate governance evaluation on TWSE-listed and TPEx -listed companies since 2014. The evaluation system aims to shape corporate governance culture and guide the stable development of enterprises, reward outperformers and encourage benchmarking, meet international standards and enhance the international image, and disclose information, expand participation, and enhance capital market quality.
  • The SFI has built a Independent Directors and Supervisors Registry database for the reference of listed companies in appointing independent directors and supervisors.
  • The SFI publishes professional books, “Corporate Governance in Taiwan” in both Chinese and English and “Corporate Governance – Theories and Practices.”
  • The SFI has set up a website which covers current corporate governance practices in Taiwan (in Chinese and English) as well as global trends in the field. We also publish a bi-monthly newsletter International Corporate Governance Development and publications on corporate governance to provide an environment conducive to the development of corporate governance system.
III. Project research, providing recommendations, proposing regulatory amendment and compiling data, conducting
project research on regulations systems and hosting seminars in line with international trends and market needs
  • We undertake research and offer recommendations with foresight and international perspectives to aid the promotion and implementation of government policies and strengthen the driving forces for market reform.
  • We regularly compile information on the regulations and systems of world’s major stock and futures exchanges and clearing houses.
  • In line with government policy and market development, we undertake research on key market reform issues and make recommendation, and host seminars and forums to act as a think tank platform linking up the regulatory authorities, the industry and the academia.
IV. Securities market publications and information
  • In promoting the development of Taiwan’s capital market, the SFI advocates academic research, publishes finance-related books and establishes an information platform to provide comprehensive information services.
  • The SFI has been publishing the “Review of Securities and Futures Markets ” (RSFM) since January 1989. RSFM was awarded the Outstanding Journal Award (in the category of social science) from the Ministry of Education and the National Science Council in 1996, 2002 and 2003, RSFM has been listed in the Taiwan Social Science Citation Index (TSSCI).   • The SFI publishes professional books on securities and futures as well as study guides with questions for the certification exams of securities, futures and investment trust and consulting practitioners. We also have an online bookstore that offers many high caliber financial books of both domestic and international origin to cover a broad spectrum of financial issues.
  • To encourage research and development in the finance securities and futures markets, the SFI, under the instruction of the Financial Supervisory Commission, co-hosts “The Best Securities and Futures Research Paper Award.” This biyearly event aims to stimulate an atmosphere of R&D in the market and nurture outstanding financial professionals to support the sound development of the capital market.
